When you use simple past tense, you are focusing on the past action itself. When you use present perfect tense, you are referring to the present result of the past action.
In your first sentence, the focus is on the fact that the ring was stolen by someone at a certain time. It is like reporting a theft.
In the second sentence, the focus is on the present result of this theft. "The ring is gone now and I have nothing to please my girlfriend."
