我盡量解
首先兩句都係passive voice
1 The ring was stolen.
Past tense
2 The ring has bbeen stolen
Present perfect tense
其實個分別就係時間上問題！
意思基本上系一樣！
第一據系：戒指被人偷左啦(有過去意味)
題外話：
通常好多Comprehension會已呢d 做Key sentences
可能會叫您轉active voice
或者
有時會集合好多tenses 去叫您fill in the blanks  
要留意上文下李，同Key words!
第二據系：戒指被人偷左啦！
題外話：
通常答Usage 要留意
一定要體清楚呢類！
由active Voice 轉passive Voice好多人會混亂
甚至有人會以為系reported speech
就會混合d 規則！
有時d 反面教材都好得意！
記住有機會系passive voice 轉active voice!
Question form 都要小心!
個分別就係戒指被人偷左時間長短。
第一據資料比較含糊！
第二據呢就講得詳細d ！寫埋戒指被人偷左！

When you use simple past tense, you are focusing on the past action itself.  When you use present perfect tense, you are referring to the present result of the past action.
In your first sentence, the focus is on the fact that the ring was stolen by someone at a certain time.  It is like reporting a theft.
In the second sentence, the focus is on the present result of this theft.  "The ring is gone now and I have nothing to please my girlfriend."
